Behnam, who led the CFTC from 2021 to early 2025, advocated for federal-level cryptocurrency regulatory legislation and took enforcement actions against platforms like FTX, while Gallagher, as a former SEC commissioner, criticized the Biden administration's handling of the crypto industry and is seen as a potential SEC chairman candidate. This appointment highlights FINRA's emphasis on digital asset regulation, which may influence future broker-dealer-related policy making.
